Talita Kum1

The mission of the Day Center for Children in Grades I-IV from families in difficulty (Talita Kum 1) is to prevent the separation of children from their families. The service has been operating since 2001 in Jimbolia, Ioan Slavici Street, No. 132, Timiș County, and is accredited by law, with operating license No. 1956 from June 24, 2016.

The service addresses a local need for socio-educational assistance. In Jimbolia, many primary school children from disadvantaged families, particularly of Roma ethnicity (but not exclusively), lack the necessary material and educational support to start and continue their compulsory primary education. Without consistent and sustained institutional intervention in this regard, there is a risk of school dropout, early marriage, migration, undeclared work, and juvenile delinquency.

The 35-40 children in Grades I-IV from disadvantaged families in Jimbolia who access this service are offered the following by the association:

  • Two cooked meals each day, including two main dishes for lunch and a dinner.
  • Educational support to prepare homework for the next day, including services for recovering delays due to lack of participation in preschool education.
  • Creativity stimulation through workshops (dance, drawing, painting, ceramics, puppet theater).
  • Recreational activities (group and sports games, reading, music listening, puppet theater).
  • Information and counseling sessions (psychological, legal).
  • One or two days per week dedicated to personal hygiene (shower, deworming, hair, hands, and skin care, etc.).

The medical care provided includes at least one annual visit with a family doctor and dental care (basic dental treatment, including extractions, scaling, fluoridations, tooth extraction, root canal filling, cavity treatment, and gangrene treatment).

Psychological evaluations involve exercises and games to boost self-confidence, teamwork, seminars on substance abuse, and more.

Additionally, the children have access to a summer camp lasting 7-8 days, short excursions, birthday parties, and other activities.

The criteria for selecting assisted individuals are:

  • Economic (low income)
  • Socio-locational (inadequate, unsanitary, overcrowded housing)
  • Educational (risk of not enrolling in Grade I and school dropout)
  • Family-related (large families, single-parent households)
  • Psycho-affective (risk of physical, psychological, sexual abuse, and neglect)

In the period of 2013-2014, the association received non-reimbursable funding from the Ministry of Labour in the total amount of 959,448.99 RON, according to Order 496/2013 and Financing Contract 4613/2013, for the renovation, modernization, expansion, and equipment of the Day Center for Children in Grades I-IV from disadvantaged families.

The service is provided free of charge to children who meet the selection criteria mentioned above and is subsidized by the local budget in accordance with Law 34/1998.
